Local government in the US is using it to engage communities in budgeting decisions - could Twitter help your practice or PBC consortia?

In the course of my daily trawl through a variety of news sites, I found this article about how local government officials in the US were using social networking site Twitter to engage their community in decisions around budget cuts and priorities.

The article got me thinking - would something similar be possible in the UK? Could a PCT user Twitter to kick start a debate about the priorities of community care vs acute care? Could a PBC consortia use it to discuss and publicise pathway reforms? Could an individual practice use it to market services or engage patients in plans for the area?
